This line has taken from Liberty poet William Blake's masterpiece of children abuse of society is The Chimney Sweeper .This line reveals the state of hypocrisy attitude of parents.
Parents sent their children for the hazardous work of chimney- sweeping but they goes to the church for prayer to God. Their religious profession contrast with their immoral and irreligious practices. The name of god serve as an excellent cover for doing all kinds of misdeed and exploitation of the poor. Pauper children were appreciated to the quarrel trade. Parents  often sold their children to the master for chimney-sweepering for a few pounds.
Here , in this line Blake brought out a devastating irony . Parents are more responsible than the others to nurishment their children but they are helpless to do so only for penury. The children's philanthropist Blake concerned about there future , so given a  suitable message to parents overcome the hypocrisy manner and would show the door of future which is peaceful and full of happiness for children.

"Black" is the symbol of death, black dress is worn by the little chimney sweepers for cleaning the shoot in the chimneys. Their job in hazardous and dangerous and is somethings fatal. They may be choked to death in the lightless and airless shaft.
